Conrail consolidated the Northern Region with the Western Region in 1981

According to General Order No. 106, dated July 1, 1981 which was found in Western Region ETT #1 (dated 4/27/80), Conrail combined the Northern Region, which consisted of the Michigan, Detroit, and Canada divisions with the Western Region, which consisted of the Ft. Wayne, Chicago, Toledo, and Cleveland divisions with the combined region's HQ moved to Detroit, MI (most likely the old Michigan Central depot).
